About Us

The dream of a no-kill shelter was spearheaded by Eileen Rohrer, who formally founded the Carroll County Animal Protection League on Jan 18, 2007. She was the driving force behind gathering supporters, volunteers, and fundraising. Over the years many, many donors and volunteers helped bring this project to fruition. 

By 2009, enough funds were raised to buy the land. In 2015, ground was broken at 4901 Canton Rd NW (St. Rt 43) in Carrollton. Construction was begun on June 3. This included the site pad, parking lot, Morton Buildings “Shelter Shell,” well and electrical, Geo-thermal HV/AC, EPA sewer plant. Interior work included drywall, ceilings, insulation, plumbing, electrical. The kennel walls and floor were epoxied.

Today the interior is complete with office space, dog kennels, cat rooms, a clinic room, grooming room, food preparation room, intake and isolation rooms. In June of 2024, 37 stainless steel kennel doors were installed. More than thirty cat cages were assembled and installed. The outdoor run areas were fenced at the end of 2024 beginning of 2025.

Each portion of the shelter was completed as funds were raised from many sources: members, donors, grants, endowments, fundraising events. Today, the shelter, a 501(c)(3) non-profit, is owned free and clear by the Carroll County Animal Protection League. Fundraising continues so that the shelter can meet operational needs.
